Bureau of Policy and Strategy Ministry of Public Health บทคัดย่อ การวิเคราะห์อนาคตภาพของการพัฒนากำลังคน สาขาบริการสุขภาพของประเทศไทยในประชาคมอาเซียน มีคำถามสำคัญคือ อนาคตภาพของการ พัฒนากำลังคนสาขาบริการสุขภาพของประเทศไทยในประชาคมอาเซียนจะเป็นอย่างไร โดยการวิจัยมุ่งหาคำตอบของภาพอนาคตดังกล่าว เพื่อให้ข้อเสนอแนะเชิงนโยบายต่อการจัดการและการวางแผนทรัพยากรมนุษย์สาขาบริการสุขภาพ วิธีการวิจัยอนาคต ด้วยวิธีการ Ethonographic Delphi Future Research (EDFR) ผลการวิจัย สรุปได้ว่า ประเทศไทยจำเป็นต้องมีการเตรียมพร้อมรองรับการเปลี่ยนแปลงขนาดใหญ่จากการเปิดเสรีการค้าบริการสุขภาพในประชาคมอาเซียน โดยที่รัฐบาลต้องกำหนดให้นโยบายด้านกำลังคนด้านสาธารณสุขเป็นนโยบายสำคัญและเร่งด่วน รวมทั้งกำหนดบทบาทของหน่วยงานที่เกี่ยวข้องให้มีความร่วมมืออย่างต่อเนื่อง ต้องมีการวางแผนการผลิตและพัฒนาบุคลากรในระดับทวิภาคีโดยอาจารย์ผู้สอนที่มีความรู้กว้างขวางหลากลายสาขา รวมทั้งมีความเชี่ยวชาญเฉพาะทางมีความรู้เท่าทันและและสามารถใช้เทคโนโลยีในการเรียนการสอน โดยมีแรงจูงใจจากค่าตอบแทนที่เหมาะสมกับความรู้ความสามารถภายใต้การวางแผนกำลังคนที่สอดคล้องกับโครงสร้างอัตรากำลังและแผนงบประมาณข้อเสนอแนะของการศึกษาในครั้งนี้ มีประเด็นสำคัญที่ควรพัฒนา 8 ประการ ได้แก่ (1) ด้านคุณลักษณะของผู้สำเร็จการศึกษา (2) ด้านการจัดการเรียนการสอน (3) ด้านอาจารย์ผู้สอน(4) ด้านความร่วมมือกับหน่วยงานที่เกี่ยวข้อง(5) ด้านมาตรฐานบุคลากร (6) ด้านการรับรองคุณภาพบุคลากร (7) ด้านการส่งเสริมค่านิยมในการศึกษาสาขาสุขภาพ และ (8) ด้านการบริหารจัดการของสถาบันการศึกษาสาขาสุขภาพ. Abstract The scenario analysis of health personnel development in Thailand in Asean community object to analyze the probability of health personnel development of Thailand during the transition to Asean in 2015 and further for giving recommendation to improve policy formulation and implementation process by using the methodology of Ethonographic Delphi Future Research (EDFR). The result are that, healthcare of Thailand in the era of Asean community will face of many issues such as freely movement of natural people, emerging of new disease,and competitive in healthcare service among countries. Therefore, Thailand has to prepare the readiness of human resource development in health. The government should setting policy of human resource development in health in priority of nation agenda include with the cooperation of related organization both of public and private sectors. Thailand need to do human resource in health planning by the concept of dual system. Health teacher should have multi-disciplinary knowledge and occupational skill on teaching with better incentive undertaken by human resource structural and budgetary. This study give 8 recommendations for health personnel development in Asean era 1) The qualification of graduate person in health field 2) Teaching and learning process 3) Healthteacher 4) cooperation among involving sector 5) Having standardization institute 6) Government role and authority 7) Pushing value of study in health field and 8) management of medical school, nursing college and other health study institutions.
